News Release: LCT and EHA Strengthen Partnership Through Consultation Meeting (22/01/24) Formation In January 2009, an open community housing meeting, chaired by the Crosby Ravensworth Parish Council, brought interested locals up to date with the outcomes of the Parish Housing Survey, and introduced the concept of Community Land Trusts (CLT). A steering group was duly formed (the Crosby Ravensworth Housing Steering Group) comprising County, District and Parish Councillors, along with interested representatives from the community. The remit of the group was to explore the provision of local affordable homes via a CLT. In August 2009, the Lyvennet Community Trust (LCT) was incorporated as a company limited by guarantee. Company Registration No. 06996964 After nearly 12 months of work the LCT achieved registration with the Charities Commission on 15 December 2010. Charity Commission Registration No. 1139327 Objectives The objects of the Charity shall be to carry on, on a not for profit basis for the benefit of the community primarily in the area of the Lyvennet Valley incorporating the parishes of Crosby Ravensworth and King’s Meaburn (the “area of benefit”): 1. the provision of Social Housing and associated amenities for those in need by reason of financial hardship; and 2. such other charitable purposes as may be from time to time determined subject to the prior written consent of the Charity Commission.

Legal status The Lyvennet Community Trust is a company limited by guarantee (Company House – Company Reference 06996964 – Registered 20th August 2009) and registered charity (Charity Commission Registration No. 1139327 dated 15 December 2010) The inaugural meeting of the LCT was held on 20 August 2009. The original company Memorandum and Articles of Association were replaced by Articles of Association adopted on 20th August 2010 and these outline the operating rules of the LCT including objectives, powers, liabilities, membership, meetings, votes, trustees and accounting procedures. ‘Area of Benefit’ The area of the Lyvennet Valley incorporating the parishes of Crosby Ravensworth and King's Meaburn.

The LCT lodged its full reserved planning application with Eden DC in mid-December 2010. The application covered the site infrastructure and 12 rented and shared ownership properties. On 15 th June 2012 the first tenants moved in.

Self-Build Plots

A further full reserved matters planning application was lodged with Eden District Council. These plots will then benefit from full planning with the opportunity for individual purchasers to go back to Eden DC to amend individual designs as required.

The plan above has now been updated with changes to plots along the western side of the access road. The number of self-build houses has been reduced from four to three to increase plot sizes. The new layout below shows the amended plot layout.

Work on developing affordable housing for the community commenced in January 2009 with the pre-start scheme development taking 2 years 4 months before a start on site in May 2011. The graphic below gives an indication of the key stages and financial input points during the journey.

Lyvennet Community Plan

In March 2007, a steering group commenced drawing together the Lyvennet Valley Community Plan. Over 200 questionnaires were completed by community households – a 72% return rate – providing a wealth of information. The completed plan was published in May 2009. The consultation carried out for the Community Plan resulted in 41 Action points. Affordable Housing achieved the second highest rating.

Crosby Ravensworth Housing Survey

A Housing Needs Survey was carried out in conjunction with the community plan survey in February 2008. The survey was commissioned by Impact Housing Association, which worked closely with the Parish Council in developing the questionnaire. The survey was based on questionnaires delivered and collected by members of the Parish Council. It asked questions on current housing circumstances and whether residents were in favour of housing for local people with local needs. Residents were asked to make additional comments on their village. Cumbria Rural Housing Trust compiled the survey outcome. In all 275 questionnaires were distributed in the Parish with 149 completed and returned giving a response rate of 54%. 35 households indicated a housing need, however only 23 were considered in need of affordable housing.

Setting The Scene 2010

The Setting the Scene 2010 document provides information on the birth of the Lyvennet Community Trust and highlights the external factors which have influenced and shaped its creation. The document acts as baseline to support future activity and performance. Individual sections detail: The Lyvennet Valley – the Trusts operational area The Lyvennet Community Trust: background, objectives, community accountability, policies, communication etc Strategic Context – highlights the wider plans, strategies and partnerships that the LCT will work with in achieving its objectives. Trust Activity – Overview of the Trust’s planned activities. Future individual project specific business plans will be developed.

Public Benefit Statement

Lyvennet Community Trust is a Charity and as such has been set up with purposes which are exclusively charitable for the public benefit. The Public Benefit Statement explains the relationship between activities / benefits and the Trust’s charitable objects.

Housing Allocation Policy

The Housing Allocation Policy sets out the procedure for allocation of tenants for the Trusts housing. The Policy was developed in conjunction with Eden District Council and ensures compliance with the Section 106 Planning Agreement which applies to the rental homes on Stoneworks Garth. Whenever homes become available for rental, the policy will be used to select tenants using the incorporated criteria: The first four criteria must be met in all cases 1. Inability to afford open market purchase or rental 2. Ability to afford an LCT home 3. Suitability 4. Local connection to satisfy s.106 Agreement imposed by Planning Authority For applicants meeting criteria 1-4 the flowing criteria are then used to further prioritise 5. Employment 6. Residence 7. Contribution to community 8. Statutory homeless as assessed by Eden District Council 9. Current Accommodation Finally if more than two applicants are similarly placed then the final criteria will be used 10. Length of wait In addition to the selection process the policy details the Registration and Application processes, tenancy offer and appeals process.

Big Society

The LCT through the Lyvennet Community Planning Group has become involved in the Government’s Big Society initiative. The LCT affordable housing scheme along with other community projects; pub cooperative, anaerobic digester, nursery provision etc were all seen as inspirational by our local MP, Rory Stewart. He lobbied Government for three community groups in Eden, to become a vanguard for the ‘Big Society’. In July 2010 the Government announced that the Eden Valley; comprising Upper Eden, Heart of Eden and Lyvennet Valley Community Plan groups, had been selected as one of four pilot or vanguard groups for the initiative. The Cumbria, Eden Valley group is the only pilot which is completely community driven. Local authorities are leading the other three groups in Liverpool, Sutton in south London, and Windsor and Maidenhead in Berkshire. The selection has created a substantial amount of press interest in the work of the LCT, given that the affordable housing project is by far the most advanced. In addition the LCT has had visits from Government Cabinet Ministers and advisors along with representatives from key Government Departments.

A further follow up visit was held on 5 th November 2010 when DCLG staff along with further specialist advisors again met with LCT Executive Members and representatives of the community. The LCT have already benefited with substantial support now being provided by the Homes and Communities Agency (HCA) and Tenant Services Authority. The HCA NW Regional Director and HCA Chair have both visited the Stoneworks site and met with LCT Executive members in October 2010. We continue to be supported by Rory Stewart, MP and the Government team and their assistance is proving valuable in progressing the housing scheme. Big Society

The LCT through the Lyvennet Community Planning Group has become involved in the Government’s Big Society initiative. The LCT affordable housing scheme along with other community projects; pub cooperative, anaerobic digester, nursery provision etc were all seen as inspirational by our local MP, Rory Stewart. He lobbied Government for three community groups in Eden, to become a vanguard for the ‘Big Society’. In July 2010 the Government announced that the Eden Valley; comprising Upper Eden, Heart of Eden and Lyvennet Valley Community Plan groups, had been selected as one of four pilot or vanguard groups for the initiative. The Cumbria, Eden Valley group is the only pilot which is completely community driven. Local authorities are leading the other three groups in Liverpool, Sutton in south London, and Windsor and Maidenhead in Berkshire. The selection has created a substantial amount of press interest in the work of the LCT, given that the affordable housing project is by far the most advanced. In addition the LCT has had visits from Government Cabinet Ministers and advisors along with representatives from key Government Departments.

A further follow up visit was held on 5 th November 2010 when DCLG staff along with further specialist advisors again met with LCT Executive Members and representatives of the community. The LCT have already benefited with substantial support now being provided by the Homes and Communities Agency (HCA) and Tenant Services Authority. The HCA NW Regional Director and HCA Chair have both visited the Stoneworks site and met with LCT Executive members in October 2010. We continue to be supported by Rory Stewart, MP and the Government team and their assistance is proving valuable in progressing the housing scheme. Eden District Council are also working to help deliver this and other community projects and to record the learning achieved for use with other communities in the Eden area, wider Cumbria and nationally.

2014 04 12 You need to move quickly if you would like to join our ‘go ahead’ community There are only two remaining self-build plots and two shared ownership / outright sale houses left on the Stoneworks Garth site in Crosby Ravensworth. We have sold 5 of the 7 building plots on the site for people to construct their own design of house. Included in the designs is a rare Bustin example of a Passivhaus. This only leaves the last 2 self-build plots to sell. In addition there are also 2 ready build houses (one a 3 bedroom with garage and the other one a 2 bedroom property) available for sale, either on a ‘joint ownership’ basis or for outright purchase. All of the houses built by the LCT have very high levels of insulation and they are all heated by air source heat pumps. This arrangement means that they are all cheap to run as well as being cheap to rent or buy – truly affordable. The village of Crosby Ravensworth is very rural but has easy access to the M6 at Shap and Orton (both approx. 6 miles). There are shops and post offices at Shap (4 miles) and Appleby which is 7 miles away. Penrith, at about 15 miles, is important for main line trains to the north and south of the country as well as being an important centre for larger supermarkets and an extensive range of shops. For rest and relaxation in the area there is an abundance of scenery all available through walking from the door as well as local history including the Iron Age fort at Ewe Close. The community in Crosby Ravensworth is socially active with an interesting range of activities including pilates classes, play group, badminton, book club, cycling group, line dancing, old time dancing, Village Show, bi-monthly film nights, walking group, history society, etc. There is also a thriving pub, The Butchers Arms, owned by the community. This is an important social hub and base for many of the local groups to meet in and use as a venue, including, Lyvennet Activity Group, a computer group, a weekly music group and a local photography group. Stoneworks Garth Wins LABC Best Large Housing Scheme Stoneworks Garth, Crosby Ravensworth 14 June 2013 Our housing scheme at Stoneworks Garth won the Best Large Housing Scheme category in the LABC 2013 Northern Regional Awards at the awards ceremony at the Hilton Hotel, Gateshead on the 14th June. LABC Chief Executive Paul Everall said “Our regional building excellence awards are an opportunity to celebrate good practice. All our winners demonstrated how attention to detail and a positive working relationship with Building Control departments can achieve high quality and sustainable buildings fit for the future. Our awards are unique because they recognise how the work of local authority surveyors helps to improve building standards and boost sustainability and efficiency. “This community focused housing development was built smoothly and efficiently to a very high standard of craftsmanship – showing the importance of working together to raise building standards. I am sure everyone is really proud of this development that provides much needed affordable homes in an expensive part of the country and at the same time redevelops an unused brownfield site in a picturesque Cumbrian village.” LABC is the member organisation representing local authority building control departments in England and Wales. Its membership includes over 3,000 professional surveyors and support technicians and has a 75% market share of building control across these sectors: domestic conversions and improvements; new homes and apartments; commercial offices, workshops, industrial and warehouses; education; healthcare; care homes; retail; leisure and entertainment; and stadiums.
